Governance Structure

The TX-503 Austin/Travis County Continuum of Care (CoC) is the designated local planning body by the U.S. Department of Housing and Urban Development (HUD) to coordinate the community response to homelessness in Austin and Travis County. The work of the CoC is led by ECHO. The CoC is organized into different groups as shown on this graphic

Membership Council: The Membership Council is the primary decision-making body for the TX-503 Austin/Travis County CoC. The council brings together a diverse body of stakeholders working to address issues of homelessness and leverage the expertise and resources of the partners and the wider community. Council members determine the policy direction of the CoC and homelessness strategies, ensures it fulfills its responsibilities as assigned by HUD, and oversees and approves the work of all workgroups.


Workgroups

  • CoC Workgroup: The Continuum of Care (CoC) workgroup is made up of HUD Continuum of Care grant recipients, but is open to other non-HUD funded community stakeholders.  The primary focus  is to review and evaluate HUD-funded priorities, collectively discuss programmatic requirements, track program progress and coordinate each subrecipient’s application submission in response to HUD’s annual Notice of Funding Availability (NOFA) for CoC funds.
  • Housing Workgroup: The Housing workgroup comprises various community stakeholders from the emergency, transitional, and permanent supportive housing non-profit sector. Members provide feedback on various strategic affordable and supportive housing initiatives and problem-solve on community housing challenges.

CoC Work Group

The Continuum of Care (CoC) Work Group comprises primarily of Austin/Travis County TX-503 HUD Continuum of Care grant recipients, but is open to other non-HUD funded community stakeholders.  The primary focus of the CoC Work Group is the current fiscal year HUD NOFA work timeline and continuing to review and evaluate HUD funded priorities in Austin/Travis County. Each year, the Independent Review Team (IRT) carries out an evaluation of all agencies and projects applying for renewal HUD Continuum of Care (CoC) funds.
